Dr. Matt Carter

Dr. Matt Carter is the Managing Director of the London office of Penn, Schoen and Berland Associates. 

Prior to his appointment, Matt Carter was previously General Secretary of the British Labour Party, the youngest person ever to hold the post.  In that role, Matt Carter was responsible for organising the delivery of Labour’s successful 2005 General Election campaign, working closely with Prime Minister Tony Blair MP and other senior government figures.

Matt worked for the Labour Party for eight years, including as Director of Policy, and also Regional Director for the South West on the 2001 General Election campaign.

Previously Matt Carter taught politics at the University of York, where he has a Ph.D. in Politics.  Matt has published a number of books and articles on politics and campaigning, and has spoken at conferences on politics across the world, including in Spain, Germany, Austria, Romania, and Egypt. Matt Carter is also an alumni member of the US Department of State’s International Visitor Leadership Programme.
